Encode URLs and query strings safely, or decode percent-encoded text back to its original form.
URL encoding (percent-encoding) replaces unsafe ASCII characters with a % followed by two hex digits, so that any text can be safely embedded in a URL or query string. Spaces become %20, and characters like &, ? and # are escaped properly.
